It’s a receive only antenna with a 3 square foot metal back plane and a
loop of wire on 12” standoffs. To use it you will need a communications
receiver that covers 15 MHz through 30 MHz (at least), and some 50 ohm
coaxial cable to connect the radio to the antenna. Also have a look at
radiosky.com for lots of detail on this subject and some useful software
that predicts when it’s best to listen.
