[overture] Half-cylinder attached to the boundary

Hello Bill,

I am trying to use 'ogen' to generate grids for a half-cylinder attached to
the boundary. The cmd file attached was working in Overture version v25,
but when I try to apply it in v27, it doesn't work. There were always
orphan points. What changes should I make to this cmd file?
