trigger in root db that fires across all containers?

Is there a way to have a trigger in the sys schema of the root container db
that will fire on an event such as create table across all pluggable DB?
from the way the docs are written it looks like the answer is yes. However,
I have been unable to create a trigger that will fire in a pluggable
database unless the trigger is in a schema local to that db.
