That is the one thing you should measure.

You don't quite see the flaw in that.  

Scalability from an application perspective is just as you stated it,
the measure of how many business transactions the App and HW can
support.

Using a ratio will not provide that measure.  Ratios don't provide
an indicator of how many transactions the system can handle, and
don't provide any clues as to how to improve scalability.
