If you mean creating a clone in the standby DB directly, then no, you
cannot do it, unless you open it in snapshot standby mode, do whatever you
want, revert back, then recover. Reverting back will surely remove your
clone.
You can open the standby read-only, then create a clone in another CDB on
the same system.
