listener overloaded?

How can I determine when my listener is overloaded/too busy? I am starting
to get intermittent tns ping alerts from EM, It is currently set to alert
over 1000ms. Usually we are around 20ms. I haven't checked with the
network guys yet. I also have on average 400-500 connections per minute.
I am not sure what is considered too much
