OK folks, this column is a number(9,2).
Can anybody explain how to make this happen?
I've tried stuff like

(to_number('-.00')
-0.01 / 4
0 - 0.00500001

I can't make it happen. Any ideas?
I'm thinking I'm hearing the voice of Rod Serling right about now.

select amt from incident_detail where rowid in (select rowid from
ftladm.incident_detail where to_char(amt) = '-.00')
