This is a long shot but have you checked Metalink Note 430200.1?
 
Strange behavior, for sure.

        Try "telnet <hostname> 3938" and see if you get a prompt.  Or
check with your sys admin to see if port 3938 is open.

        Ping works. No, it hasn't worked before. In fact, I just
manually configured the DC -
         
        emca -repos create  
        emca -config dbcontrol dmca -config dbcontrol db
