Varitas Cluster Software + Oracle Clusterware Installation

In our company Management want to go for Varitas Cluster Software, i am
lost....Do we need 2 cluster software,Varitas cluster software + Oracle
Clusterware On top of that...I thought these are same thing alternative for
each other, If we are installing vcs then we dont need Oracle Clusterware?
