I think it was part of the PL/SQL Web Development Toolkit.

In 8i they incorporated it into the SYS schema, making the toolkit's
packages built-in packages.

Is the UTL_HTTP function available in Oracle 7.3?
I can't find any reference to it and the EXTPROC program is needs is not
in the BIN directory.
