I'm confused.  Didn't they tell us the workaround was to disable the bug
fix?   

 

This issue matches bug 7448348. Its base bug is bug 7439957 which is
fixed in 11.2.
A workaround is to disable fix for bug 7211965.
_fix_control='7211965:off'

 

Oracle's update to SR we opened for MV latch. Development rejected the
backporting and asked us to apply patch 7211965
