AFAIK locator is embedded in SE/EE. Spatial is a paid option on top of EE. 
So, installing it on SE might not work too well.
Spatial is one of the options to check when running the installer. Just 
running a cat<xx>.sql won't do the job.

To check whether locator is available, you can just look if you can create 
a table with a column of the SDO_GEOMETRY datatype. I can't check it right 
now, I'm in the middle of a Linux-kernel upgrade and cannot start an 
instance at the moment.
