Jeremy, I followed the documentation to the T...including rootadd_rdbms. There's also a small mention that you need to relink the binaries. Following the 4 steps via the documentation leaves your cluster in an invalid state. I corrected the issue by modifying *ohasd* scripts in /etc/init.d I successfully migrated an Oracle Grid Infrastructure home to the preferred location and needed to follow extra steps not detailed in the documentation. I think that the crsconfig_params file drives a lot of the configuration. It's a rather readable text file and should definitely reflect the new path before root scripts get run.
