Update here.

This does work with 'admin' user. I am sure it used to work with other
users. Tried granting execute any procedure to one of the users via
'admin', grant allowed, did not fix issue.

May try to create a new DB later and see what happens there.

I had an oracle apex page call break (that used to work) which was using
special "#owner#." prefix on a call and it started throwing PLS-00302
errors. Removed it and it started working again. There are no synonyms or
other objects called my_unique_proc and statzilla is the owner and user
executing.
