I do not think sustaining support is available for 8.1.7. In note
161818.1 they say that sustaining support applies only to releases >=
9.2.
What lifetime support and sustaining support means is explained in this

desupport:
""Oracle offers Sustaining Support on Database Release 8.1.7.x for an
indefinite period of time, in accordance with the new Lifetime Support

What does Sustaining Support mean? What is the new Lifetime Support
Policy?
