Thanks Mark. We got major audit Last year and so afterward been working to make
sure everything is meeting the compliance. We recently upgraded several 11g
environment and notice this and so working to make sure it is not breaking
anything.

It was not created by DBA but comes out as Partitioning user in view. It is
owned by AUDSYS in mutliple 12c database for CLI_xxx objects. Is it bug that
dba_feature_usage_statistics see them as user partitions.
