I'm guessing you will probably need to make sure APEX_050000 (or different
number depending on version) has the ACL against it.
If I am honest, I just keep adding users until it works, then I drop and
recreate the ACL with just the ones needed. :)

My question is, what user is APEX connecting as? APEX_PUBLIC_USER?
ORDS_REST_PUBLIC_USER? ANONYMOUS? Something else?
