The index page and the architects page are OK, but a lot of the others
are coming up in Chinese.

I went to OTN (http://www.oracle.com/technetwork/index.html), and all
of the top tabs are in Chinese along with some drop downs. I tried
changing the Country setting but it had no effect. Anybody else
getting this?
