Xiaoyezi,
What everyone is telling you is that you need to find a Microsoft
Exchange Email server in your organization. Use that IP address as the
Smtp Server address and 25 as the port number.

Does the smtp server in the Internet Information Server of Windows xp
work?after start that smtp server,I add the following line:
SMTP_OUT_SERVER=localhost
at the end of the file init.ora ,am i correct adding the
SMTP_OUT_SERVER parameter in this way?
But it still does not work! Any idea?

Well you need some service capable of sending out emails - i
dont know, but i doubt windows xp comes with such a service.
Then you can set the init.ora parameter smtp_out_server to the
ip address (and optionally :port if you change the default of 25 during
installation of your service) of that smtp service
