Oracle windows clients 19.3 and 19.5 fail to connect to Oracle 19.3 with 
"ORA-12637: Packet receive failed". Oracle clients <19 work fine... and i 
haven't found public bug for that.
As a workaround I just downgraded Oracle Clients to 18

with TOAD or SQL*PLUS and the Oracle 19c (19.3.0.0) client. I keep seeing an

If I try with the Oracle 12 client, everything works perfectly.

I just did a quick search of MOS and couldn’t find anything; so I’ve got an SR 
open; but also wanted to see if anyone here has seen the same thing.
