it's been a while since I've worked with an Apps instance. If this is prod,
test it w/a testing instance first.
Make a backup of of FND_USERS, enter an end date for GUEST, test that you can't
get in from apps (you might have to bounce apache or restart the web
services). Then null the end date for GUEST, bounce the services, try again!
If it works in TEST, migrate to PROD!!

Has the GUEST account password been changed/expired? IIRC then all sessions
authenticate as this account to begin with.
