In Andre Bakker's internals materials (from way back when men were made of iron and ships were made of wood), he listed a lot of variables (20 or 40) that will influence the size, and that's probably still true, so it would be interesting to see how close EM can get.
this functionality is back in 10g, in EM Database control. when you create a table, define the columns, and enter an estimated cardinality, there is a button you can push to get an estimated segment size.
