Try changing the mask for the timestamp as follows :

to_date('10-May-2004 14:22:00', 'DD-MON-YYYY HH24:MI:SS')

Hi, 
  I want to mine the logs between the timings of 11:30 am to 2:22 pm.
  When I execute the below given statement, I get error that date range 
specified is incorrect.
   EXECUTE DBMS_LOGMNR.START_LOGMNR(DICTFILENAME => 
'c:/oracle/logs/dictionary.ora',STARTTIME => to_date('10-May-2004 
11:30:00', 'DD-MON-YYYY HH:MI:SS'),ENDTIME => to_date('10-May-2004 
2:22:00', 'DD-MON-YYYY HH:MI:SS'));

I am sure that logminer is taking the endtime to the next date "(i.e. in 
11th May).

When I write the above statement like this

EXECUTE DBMS_LOGMNR.START_LOGMNR(DICTFILENAME => 
'c:/oracle/logs/dictionary.ora',STARTTIME => to_date('10-May-2004 
11:30:00', 'DD-MON-YYYY HH:MI:SS'),ENDTIME => to_date('10-May-2004 
14:22:00', 'DD-MON-YYYY HH:MI:SS'));

I get the error that hour must be between 1 and 12.
