Gathering Stored Outlines - performance of

Hi all,
Oracle 9.2.0.6 32-bit on Win2K.
We are seeing 100% CPU while trying to gather stored outlines prior to a
migration to 10gR2.
Nothing pops out at me via Google nor MOS (Metalink).
Anyone else seen this?
