This is not a resource to be used by companies who will not provide
necessary access to the internet to allow proper DBA support to be
undertaken.

 

Key sites to search before posting here should be Metalink and a Google
search (and obviously my site www.hcresources.co.uk

My commiserations to any DBA who does not have internet access on demand but
that is an issue they should address themselves rather than expecting
listers to do the lookup for them

Deepak,

Try google with "ORA-39700: database must be opened with UPGRADE option".

It's a good habit to search for answers yourself, before bothering a list.
Besides, you will get the answer pretty much faster anyway.
