I've also seen this when the permissions were not set correctly on the
oracle install. I had to chmod -R 755 the entire ORACLE_HOME directory
because the group and world permissions were set incorrectly. I'm on
Solaris 10.

I found this fix from metalink note 356850.1.

PATH setting? I think I've seen this if an "older" ORACLE_HOME is in
your path before the newer one.

I can't use sqlplus in Unix as a normal user. It gives the below error.
My oracle home is /usr/local/oracle/product/10.2.0.3 Kindly suggest

bash#/usr/local/oracle/product/10.2.0.3/bin> sqlplus
Error 6 initializing SQL*Plus
Message file sp1<lang>.msb not found
SP2-0750: You may need to set ORACLE_HOME to your Oracle software
directory

bash#/usr/local/oracle/product/10.2.0.3/bin> env | grep ORACLE_HOME
ORACLE_HOME=/usr/local/oracle/product/10.2.0.3
