CHOOSE and ALL_ROWS

Hi,
 
I know that CHOOSE has to be removed in 10g and use FIRST_ROWS_n or
ALL_ROWS, but is it true that ALL_ROWS is only for DWH? anyone using
ALL_ROWS for a non DWH environment who can share behaviour?
