It should not matter whether the database or listener is started up or
shutdown first as the 

Database information is present in listener configuration.

DB listener and database can be started in any order but recommended is stop
first database and then listener similarly for startup first start listener
then database .

 

This is because PMON has to register database with listener (Though it can
be done later as well if listener is started later) For more information
check database listener  documentation.
