more details required
what is the version of database
creating manually means, using scripts or dbca

check the dbca tool logfile for more clues

you might as well try by first creating the service name using the netca

  Make sure - In Sqlnet.ora file NAMES.DIRECTORY_PATH=(TNSNAMES, ONAMES,
