Sounds like something has been customized and either the form is calling
stuff in the wrong order or a trigger has been removed or disabled.
1) I would upgrade to 11.5.10.2 just out of principal
2) Document your customizations - That is some pretty basic INV
behavior so something is tweaked.
3) Your DB version (assuming 11.2.0.4) is not certified with 11.5.9

a. Potential cause of problem . I don't trust uncertified versions for
weirdness like this can occur.

It is solved after deleting child records then inserting them again.
