Left unsaid: how a tentative regulation becomes a "law." This is the second
time I've pointed out this disconnect from reality. Last time Ichecked,
both were proposed regulations; in the state of California, by the
California Energy Commission. Left unsaid, is just how the CEC could get
jurisdiction over receiving devices; that's clearly the jurisdiciton of the
FCC, to the extent they exercise the authority.
