depends on who is doing the measuring.  For consumers, the measure is how
many calls of yours are dropped.  However, engineers will always refer --
for the sake of apples vs. apples -- to refer to the 30 foot datum.  Then,
you quote how much better the signal level is over the datum.

Hmmmmm...

I guess mobile telephone reception is still measured by how well you
can receive a call with a roof mounted antenna connected to a 5 pound
transceiver mounted in the trunk of your car.
