[opendtv] Software Data Download Specification

I was wandering what people thought about this?

Are broadcasters ready to sign up their bandwidth for doing manufacturer
code updates? Who are the consumers going to call when the code-loader
fails and their new ~$300 settop is dead? Is every manufacture
responsible for getting the new code to the broadcaster and producing
the software to do the carousel?
