[opendtv] New TI ATSC/cable demod

I hadn't seen this one before, nor did I know TI was making ATSC demods.
The TI TVP9900 demod is for ATSC and digital cable. Looks more or less
like a 5th gen product.

VSB/QAM demod, the data manual is dated March 2007, although other info
is dated Sep/Oct 2006.

Smart antenna interface, meets A/74 echo tolerance recommendations
(basically -45 to +55 usec in this case), survives all Brazil echo
profiles, has SNR and BER monitors. $6 in quantity buys.
