They are provisioning for the reality that they probably will not get
the right to simulcast what is on the main channels for free. The
congloms will want their pound of flesh, and there is no way that
this service can generate enough additional ad revenue to pay the
rights fees that will be demanded.
It "might" happen, if the stations agree to send all of their
retransmission consent dollars to the networks.
