Then please do read, before continuing to argue. Honestly, Craig, arguing from
ignorance is always a bad idea. Read 14, and **keep in mind** that the range
has now been increased to a 40 mile radius, as oppose to the 25 miles proposed
in 2013. Here's a telling quote:
"Eligible applicants must be AM broadcast licensees or permittees, and may
apply for only one FM translator per AM station."
Sounds like just about any FM station, to me.

The reality is that radio broadcasters found no compelling reason
to support the digital standard.
Balderdash. Read the NPRM. Radio broadcasters on the AM band are at a
disadvantage, or that NPRM would never have been written.
The issue here is that to fix AM, instead of a half-assed measure that simply
uses FM instead, the AM band *could* become competitive, and useful. All it
takes is to stop analog AM, and go full time to digital in the AM band. In
fact, go ahead and simulcast in the FM band, for a transitional period, so
analog radio users won't be left without the signal. As of now, even though
many AM stations operate the digital signal too, at super low power (35 dB
lower than analog), they are difficult to receive during the say, and cannot
operate at night. So, to make effective use of that band, analog AM needs to
cease.
The FCC's idea, instead, is to keep that AM band useless.

you don't understand what the NPRM is all about. Digital in the AM band solves
many problems that have always plagued AM.
