Fortunately, broadcasters are NOT the owners of the spectrum they use. UNFORTUNATELY our elected representatives screwed up and allowed them to treat this spectrum as if they own it, including the ability to create markets for the sale of the spectrum they do not own. Why should broadcasters have any special privileges with respect to the spectrum? They have been loaned this spectrum to provide a public service. They now believe that using the spectrum entitles them not only to deliver TV through the spectrum, but to get paid for the content by OTHER PRIVATE COMPANIES who are making what is available FREE TO AIR to subscribers to their service. This is totally screwed up, the result of decades of political gerrymandering. Perhaos the time has come to give this precious resource back to the people whoo own it.
