Hundt and Kennard did indeed hide under the rocks. Their refusal to take 
strong positions and kick people in the ass when they needed kicking is what 
got 
us where we are today. Powell hasn't been much better in that regard. He takes 
a position and makes motivating speeches only after he's been leaned on long
