          - Many news organizations seems to have gotten a draft copy prepared 
by the House Commerce Committee staff.  I didn't.  But here's what they report 
is in it:
               - There will be a hearing on Thursday at 11:30 am in 2322 
Rayburn House Office Building.
               - The analog cut-off date would be December 31, 2008.
               - There is no multicast or full-stream must-carry, but there is 
digital must-carry (without degradation) for must-carry stations.  Analog 
conversion and carriage would be optional.  One source reports a sunset of the 
must-carry in mid-2013.
               - There was no agreement on a subsidy, so it's not in the draft.
               - The Federal Communications Commission (FCC) would have to make 
final channel assignments by the end of 2006, and appeals would have to be 
finished seven months later.
               - The auction of the analog spectrum would take place April 1, 
2008.
               - All sets 13-inch and larger would require DTT-reception 
circuitry as of July 1, 2006, a year early.
               - Within 45 days of the legislation becoming final, TVs would 
have to carry warning labels if they lack DTT-reception circuitry.  In the 
second half of 2008, broadcasters would also have to air announcements of 
impending doom for analog-set owners.  Cable & satellite operators would have 
to put stuff in their monthly bills.

- The Consumer Electronics Association's (CEA) latest survey shows an average 
of 3.1 TV sets per home, up from 2.4 last year.  It also shows HD in 13% 
(presumably displays), flat-panel TVs in 10%, and DVRs in almost 10%:

- Based on figures from CEA, sales to U.S. dealers of non-H/DTV television sets 
for the first 17 weeks of 2005 were down 10.4% from the same period in 2004; my 
ten-week running average was down 8.5%.
     Sales of so-called "Digital Televisions" to U.S. dealers for the 17th week 
were 120,238 units and for the first 17 weeks 1,273,493.
     "Digital Televisions" (most of which are HDTV displays without 
DTT-reception capability) still accounted for about 16.1% of the TVs (not 
counting plasma or direct-view LCD) sold to U.S. dealers through the 17th week 
this year.  It may be worth noting here what that means.  About 84% of the 
non-plasma, non-direct-view-LCD TVs sold through the 17th week this year were 
still plain non-H/DTV direct-view TVs with picture tubes.  The last time CEA 
released numbers allowing the LCD and plasma TVs to be included, they raised 
the "digital" percentage to about 25%; I suspect it is higher now.
     To qualify to CEA as a "Digital Television," a display need only be 
capable of dealing with at least 480p; it need not be capable of either 
receiving digital signals or displaying them.  Devices actually capable of 
receiving DTT signals are still a small fraction of those numbers.

- Ads for set-top DTT receivers:  I'm aware of only the DirecTV models at Best 
Buy, Circuit City, and Value Electronics.

- DVD news:  According to CEA, sales of DVD players to U.S. dealers for the 
first 17 weeks of 2005 were down 33.3% from the same period in 2004; my 
ten-week running average was down 27.4%.  VCR sales were down 45.6%.

- PVR/DVR news:  A study conducted for ESPN by Horowitz Associates in 2004 
found that, of 157 households with either cable or stand-alone PVRs, 90 
returned them.  A third didn't skip ads ("sometimes it's too much work to fast 
forward"), others watched "relevant" ads, and even the rest still "retained 
awareness" of commercials.  "It's like driving.  You don't stop to read the
