     Here are some very efficient (low-administrative-cost) relief
organizations (all have four-star ratings from CharityNavigator.org):

- Follow-ups:

     - Cumulative 2005 U.S. factory sales of "digital" TVs - It should have
been obvious from the context, but last week's memo said the figure was for
the first six weeks instead of the first seven. FYI, I haven't yet
received the 8th-week figures from CEA.

     - Encore HD - A reader says that, in addition to being on Voom, it was
also receivable by 4DTV (C-band) subscribers with an HDD200 HD decoder.

     - CableCARDs -
          - The National Cable & Telecommunications Association (NCTA)
reported Friday that "more than 31,000" had been provided to cable
subscribers:
<http://www.ncta.com/press/press.cfm?PRid=589&showArticles=ok>
     Compare that to the Consumer Electronics Association's (CEA) "more
than one million" digital-cable-ready TVs sold in 2004 that I reported last
week:
<http://www.twice.com/article/CA509959?display=Breaking+News>
          - The February issue of the HDTV Insider newsletter reported "TV
Guide (Isn?t Always) On Screen For CableCARD TVs":
<http://www.hdtvinsider.com>
     FYI, the HDTV Insider won the Best DTV Journalism award from CEA's
Academy of Digital Television Pioneers (longtime ***Technology Retreat***
moderator Peter Fannon won for Best Industry DTV Leadership):
<http://www.ce.org/press_room/press_release_detail.asp?id=10711>
          - Fannon's Panasonic has joined LG and Samsung in signing CHILA,
the CableCARD-Host Interface Licensing Agreement with CableLabs for two-way
digital-cable readiness:
<http://www.twice.com/article/CA511563?display=Breaking+News>
          - Of course, the BIG CableCARD news of the week was the Federal
Communications Commission (FCC) postponing to July 1, 2007 the ban on the
cable industry using digital set-top boxes with integrated security and
navigation. The order also requires the industry to report its progress on
two-way plug-&-play, CableCARD deployment, downloadable security, etc.:
<http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-257519A1.pdf>
     The delay is being reported as a 12-month postponement. Being cursed
with a long memory, I offer these comments from then-FCC-chair William
Kennard in 1998 that indicate it's actually now a seven-YEAR postponement:
     "By requiring that cable operators separate security functions from
non-security functions for cable set top boxes by July 1, 2000, we have
ensured that consumers will be able to purchase these cable boxes from
their local retailers by that date":
<http://ftp.fcc.gov/Speeches/Kennard/Statements/stwek845.html>

     - Voom - EchoStar seems to want to keep what it's getting from Voom.
The second URL is a story from Newsday, Voom's hometown newspaper:
<http://www.tvweek.com/news.cms?newsId=7479>
<http://tinyurl.com/56fkp>
     The reason EchoStar doesn't want the cash back seems to be very good
fourth-quarter results with $70 million in quarterly profit (up from $3
million a year ago) and 10.9 million subscribers (Voom has 46,000).

     - "Broadcast flag" - The U.S. Court of Appeals for the District of
Columbia gave flag opponents two weeks to prove their standing to bring the
case, i.e., to show how they would be harmed by the flag. This story is
from USA Today:
<http://tinyurl.com/6cnnr>

     - FCC Chair - Commissioner Kevin Martin has replaced Michael Powell as
head of the FCC. This story is from Reuters:
<http://tinyurl.com/59gja>

     - Comcast and Sinclair - They've reached agreement on retransmission
of both analog and digital broadcasts:
<http://tinyurl.com/6slbp>

     - Comcast and TiVo - Yes, they've reached agreement:
<http://www.tvweek.com/news.cms?newsId=7457>
     But it's non-exclusive (Comcast may continue to offer non-TiVo PVRs):
<http://www.nytimes.com/2005/03/16/technology/16tivo.html?>

     - CEA's HDTV Summit - Here are some reports. CEA says more than three
million households have ATSC DTT-reception capability, representing about
18% of the "digital television products" they've reported sold:
<http://www.twice.com/article/CA511186?display=Breaking+News>
<http://www.ce.org/press_room/press_release_detail.asp?id=10712>

          - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.

     - May 1 -
          - The National Association of Broadcasters (NAB) has synchronized
its list to the FCC's, so, as of March 16, they, too, list 1491 U.S. DTT
stations in operation:
<http://www.nab.org/newsroom/issues/digitaltv/dtvstations.asp>
          - Doug Lung's RF Report found 675 licensed U.S. DTT stations in
the FCC's CDBS database on March 14, pretty close to the 682 licensed and
program-test authority stations in the FCC's March 7 list:
<http://www.tvtechnology.com/dlrf/one.php?id=793>

- Here are some details on the NAB HD station t be operated at their
convention next month:
     "The broadcast will be transmitted in the 720P format as well as be
down-converted to NTSC. The station output will include closed captioning
and dynamic PSIP data. The signal will be delivered in several ways: as an
ATSC signal throughout the LVCC, via fiber to the Mobile Media area of the
LVCC where it will be uplinked via satellite. KVVU-HD Las Vegas will
retransmit the signal on their HD channel. In addition, Watchit Convention
Networks (WCN) will transmit the signal via their Watchit Private Video
Network TM to more than 30,000 hotel rooms in Las Vegas":
<http://www.nabshow.com/press/nab2005_NABHD.htm>

- I was asked not to discuss a test at my apartment a few weeks ago of a
non-LG set-top box reportedly containing the LG 5th-generation chip. Now
it appears I am permitted to do so. I will still refrain from mentioning
the brand:
<//www.freelists.org/archives/opendtv/03-2005/msg00237.html>
     In brief, the performance was nothing like that of the LG prototype.
Whereas the LG prototype was truly plug-&-play, with no significant antenna
positioning or orientation required, the new box required extremely careful
antenna positioning and orientation and, even then, was unstable when we
walked around the room (it seemed sensitive to vehicular traffic outside,
too). WCBS-DT was received less reliably than at any time since the second
generation boxes.
     So it appears the chip, itself, is not sufficient to provide the fine
results of the LG prototype.

- According to the Horowitz Associates "State of Cable & Broadband" study
of 400 consumers late last year, 14% use some form of on-demand
programming, 8% use some sort of DVR, and 6% get HDTV:

- Digital-cinema news:

     - Avica subsidiary Digital Cinema Limited (Ireland) says its
nationwide network "will enable projection of all forms of content to every
screen in both the Republic of Ireland and Northern Ireland":
<http://www.dcinematoday.com/dc/pr.aspx?newsID=234>

     - George Lucas was impressed by In-Three's system for converting flat
programming to a stereoscopic version. "When I first saw In-Three's
Dimensionalization process I was truly amazed. The 3D was of a quality
better than anything I had previously experienced. Seeing my own Star Wars
images in authentic 3D convinced me that it would be a whole new way for
audiences to be able to re-live the Star Wars films. Dimensionalization
will significantly enhance the realism of any movie presented in this
process":

- International H/DTV news:

     - According to a study by IMS Research, 26% of the "top 89 TV
operators worldwide" are offering HD. In the Americas, it's 70%:
<http://www.imsresearch.com/>

     - The BBC has been accused by Intellect, a trade association, of
misleading consumers by promoting inexpensive set-top boxes instead of
integrated sets. Intellect also seeks a hard analog cutoff date. The
second URL is from Electronics Weekly:
<http://www.guardian.co.uk/business/story/0,3604,1437756,00.html>
<http://tinyurl.com/4cnlv>

     - Another UK problem: According to John Binks, director of
market-research firm GfK, "Of all the flat panel screens sold, just 1.3% in
the UK are capable of getting high-definition." According to Alexander
Oudendijk, senior vp of the satellite company Astra, 74 devices being sold
as HD aren't "HD-ready":
<http://news.bbc.co.uk/2/hi/technology/4361543.stm>

     - Yet another UK problem: A Welsh politician says only 49% of the
population of Wales can get Freeview and has called on the BBC to provide
free satellite service:
<http://www.demrhydcymru.org.uk/php/presspage.php?id=1138>

     - There is, however, another option. NTL has been testing on-demand
HD over digital subscriber lines (instead of their own cable systems):
<http://www.digitmag.co.uk/news/index.cfm?NewsID=4774>

     - Things are not entirely rosy in Australia, either. The government
estimates that less than half the population will have digital receivers
when analog is scheduled to be shut down in 2008:
<http://au.news.yahoo.com/050317/21/tjsi.html>
     The Australian reports that a parliamentary inquiry will look into why
DTT adoption has been so slow there:
<http://tinyurl.com/3wf4h>
     These letters are to the effect of "Who needs a government inquiry?
The receivers cost too much, they aren't as reliable as analog, and they
don't offer more":
<http://tinyurl.com/44gkr>

     - The latest list from Digital Broadcasting Australia shows 67 DTT
set-top boxes from 25 brands starting at A$129 (US$101 -- and they've been
sold for under A$100). Of those, 19 from 14 brands are HD starting at
A$499 (US$391):
<http://www.dba.org.au/index.asp?sectionID=18>
     There are 18 integrated sets from seven brands starting at A$1449
(US$1176). Of those, six from two brands are HD starting at A$5999
(US$4705):

     - Tele 5 has asked Spain's government to adopt a subsidy-based model
of DTT introduction. I've offered two URLs to the same story. The long
one goes directly to the story; the short one takes you to the right page,
but you have to go down six stories:

<http://tinyurl.com/4gbqe - 6th story>

- According to NPD (via Reuters), 42-inch plasma prices dropped 7.2% from
December to January and 17-inch LCDs dropped 5.3%:
<http://tinyurl.com/5ymbw>

- The first issue (January 2005) of Pacific Media Associates' RPTV Tracking
Service says microdisplay models accounted for over 75% of rear-projection
TVs sold that month. DLP dominates all size categories except
40-to-44-inch, where 3LCD is most common. The press release isn't yet
posted on their site:
<http://www.pacificmediaassociates.com/Press_releases/press_release.htm>
     Warren Communications News reported Friday that a survey showed DLP
outselling 3LCD 5:3 despite higher prices. Maybe that's from the same
survey. The story is no longer on their site:
<http://www.warren-news.com/>

- Again, CEA hasn't yet released 8th-week sales figures.

- Ads for set-top DTT receivers: I'm aware of only the DirecTV unit at
Best Buy. Correspondents tell me all such STBs are rare in stores.

- The ads - Readers have asked how to get hold of some of the non-national
retailers, so look for their phone numbers at the bottom of the memo.
     My Los Angeles correspondent was out of town this weekend, so this
reflects only those ads that appeared before he left.
