In Skulltag, if nobody is on the server, the server enters a "deep freeze" mode
that stops the server simulation completely until someone joins it.  Monsters
are stuck, maps don't advice, everything is frozen in place until someone joins
the server.

It would be nice to have this feature for Odamex, as it would save CPU cycles
when there is nobody around to witness any change in state.
