Hoping to have this implemented into Odamex to allow more options in time-based
competitive matches. Preferable usage is as follows:

sv_forcerespawn "x"

x being time in seconds. If 0, respawn is not forced. A player should also be
able to respawn BEFORE the sv_forcerespawn time is reached as well.

Thoughts?
