I agree it is a Black-crowned Night Heron. In the upper photo, it looks like a
bit of feather at the tip of the bill making the bill structure look odd. The
face is messy overall which adds to the strange appearance and hides BCNH
features. But, the crown is right, the overall shape is right. The feet are
right. Eye color either isn't right or isn't discernable in the photos. BC
Night Herons often make me look twice (or more) because different postures make
them look like altogether something else.

I think it has to be a Black-crowned Night Heron. The yellowish under-parts
might be a reflection or staining. It is a very odd looking bird in this photo.
