A couple months ago Chuck Philo picked up a bird that looked exactly like this one. We studied it in hand for a while before deciding it was a Rhinoceros Auklet. It looks like there is a lot of skeletal exposure or severely matted feathering at the base of the bill. This causes the bill to look longer than it would on a live bird. Otherwise the plumage pattern and bill color and structure are just right for Rhinoceros Auklet.
