A number of variables are probably contributing to the influx of Ashy Storm-Petrels in Oregon this year. Ashy Storm-Petrels tend not to disperse widely and are more sedentary, so this influx is curious. https://aba.org/birding/v37n1p58.pdf Warm water and a low prey density, whether cause and effect or not, are most likely strongly correlated. I have been fortunate enough to experience 7 different sightings of Ashy Storm-Petrel this year, all of which were seen by other observers.
