After a little searching, my wife and I were able to find the Tufted Duck near Toledo. We first found the ring-necked ducks, but it wasn't with those ducks, but rather mostly by itself (there was a coot nearby). It was a ways out in a bend in the water, so you have to position just right to see it through all the bushes.
