The maps linked below are perhaps accurate representations for the historical 
and present ranges of the Red-bellied Woodpecker.  The species has been 
expanding to the north and west.   


One wintered at Couer d Alene, Idaho (1992-1993).

But for the Idaho and Oregon records being further north, I might have guessed 
that the low South Pass through the Rockies was the route that the species 
would have entered either state.
