I haven't done the math, but I'd guess it happens anytime that there's a
Friday the 13th in February, outside of leap years.
About Great Blue Herons, nesting colonies are now active in West Salem
and apparently also near Coffin Butte north of Corvallis.
Happy birding and don't walk under ladders in the remaining hours of the
day ....
