Another OBOLer queried ebird and this is the answer (below) from them.
Thanks to Ben W for finding this out and shooting it my way.

As to the answer, I hope the servers 'decide' to consistently start sending
the alerts out early a.m. Pacific Time again.

Hi Ben

For daily alerts, there's no set time they go out. Our servers run the
process and sometimes they go out earlier or later. You can set the alerts
to hourly, which takes the guesswork out of it to some degree.
