[oagitm] Web Casting Meetings

To increase constituents accessibility to public meetings, Deschutes
County is looking to start webcasting our Board of County Commissioners
meetings.  Our meetings are conducted at regular times during normal
business hours.

It is very likely that we will enlist a services provider to broadcast
the live and archived video over the internet.

We are currently struggling with how best to configure our meeting
chambers with the technology necessary to produce the video.  Currently
we have configurations with a wide range of capabilities and options.
The highest-end configuration we've received reduces the operation of
four cameras to auto-position based on audio input (IE who is speaking).
Manual control would be done via a 9" wireless LCD touch panel.  Slick,
but a bit scary having not seen such an example in operation.

We are not adverse to the idea of needing a warm body to do the
operation of the equipment.  However we would seek to simplify the
system so that a minimal amount of training is required.  Our goals
would include:

1) Ease of operation.
2) Minimize the requirement for video post-production.  IE if there is
an option to include prepared text overlay in the live video stream that
would be a big plus.
3) Ability to expand the system to include features priced out of an
initial configuration and the ability to expand into other meeting
rooms. 
4) Ability to provide a video stream to our local cable company.

Any advice or references you can provide from your vast amount of
experience in this area would be appreciated.
